How do you get money back from microsoft?

I'm buying a PC, wiping whatever Windows OS is on there, loading Ubuntu instead. How do I get the licensing fee (part of laptop price) back?

If you don't want Windows I would suggest purchasing a PC without it on there to begin with. Some OEMs will sell you ones with FreeDOS installed.

Where are you? In some country law force company to refund you parts of their package you don't need.
And hardware + software is a package.
