I think it's not customized. It can be a settıng that menu bar is interacting with the background colors of any websites main color and the wallpaper.

I think that's correct

I thought that he was running his apps full screen and was getting that look but then I realised they weren't full screen just resized to full screen within the desktop up to menubar height plus he hides the dock, and you can see the close, minimise, full screen buttons in the app.
