How do you get the rolling scroll?

How do you get the rolling scroll where after you stop scrolling the page continues to scroll down for a second or two. I had it on my MacBook Pro, but then I brought a new hard drive, and I don't know how to get that cool rolling scroll back

In the trackpad section of system prefs, check the "scroll with momentum" box.

Momentum Scrolling or something like that. Take a look at System Preferences >>> Trackpad. Maybe you have to install this, if you have an older MBP: http://support.apple.com/kb/HT4254
