OK, so on iOS 9, to open the suggested app on the lock screen (lower left corner of lock screen), you pulled upward on the app icon.
However, with iOS 10, I actually have not been able to figure out how to open the suggested app. An app icon will appear in the lower left corner of the lock screen, but pulling up or down on the icon doesn't do anything. Neither does a 3D force click. Swiping left on it brings up the notification panel. A right swipe on it brings with the camera.
So how the heck does one open the suggested app?

Once I turned that back on, the slide up to open the suggested app started to work again. I was then able to turn back off control center access from lock screen while keeping the ability to swipe up to open the suggested app.
Strange why this wasn't working at first. I wonder if it was something that got screwed up during the update from iOS 9 to iOS 10.
