My friend uses an iphone 4 on jailbroken on 5.1.1 , he's been having some issues relating network signal loss, since he lives down the border with mexico sometimes his iphone changes from att to Telcel (mexican carrier)and later on gets charged more money when he makes a call when he is conected to TElcel even if he is still in US territory.
I advised him to go to settings and then change the option to choose network automatic to manually choose only att, but his phone dosent have that option. Mine does but i dont know why he cant see that on his phone. Does this has something to do that his phone is maybe just locked to Att

I do see it on my iphone, altough i bought my iphone 4s in mexico and dont know if its factory unlocked or not.
