How do you make iPhone 4 be able to run iPad apps?

I accidentally bought an "HD" version of Pulse news reader, instead of the Mini, and I emailed Apple but they say no refund.

How can I make it so my iPhone 4 runs this app I purchased?

Why would iPhone 4 be able to run iPad apps? There are more pixels on an iPad, a faster processor, and controls that, on an iPhone size screen, would be way too small to touch.

simply put, you can't put iPad apps on the iPhone only uinversal ones, not sure if you can via jailbreaking.
