How do you make texts of scanned books highlightable?

Scanned pages are generally just stored as images. There's no text data to select/highlight.
To do this you'll need to use OCR to get the text data from the scanned pages embedded in the PDF. Check your help files in Acrobat Pro for 'OCR' to get exact instructions. (I don't think Preview can help here.)
This will significantly increase the size of the PDF as well.
