How do you move icons on the 6s?!

Softly press on an icon and hold it there until it wiggles, then slide it to where you want it.
If you push too hard then you will get into the 3D touch. Just barely touch the screen for a second or two until the icons start wiggling.
You were pressing too hard. You really shouldn't apply any pressure to the screen at all to do this, just make enough contact for it to register. If this is difficult you can change the 3D Touch sensitivity to firm (or firmer if it was set on light) to make it easier to trigger a long press for you.

You can keep holding, just don't press down harder, it will register it as a touch (just a bit of muscle memory that you have to get used to).
By display set do you mean one on display in a store? If so, they may have set to not allow moving the apps, or installing or deleting them.

It took me a few minutes to realize that I was pressing too hard to just move an icon.
