Press any app button and hold down for about 3 seconds until they all start wiggling (no kidding, first time I did it by mistake and it frightened the carp out of me), then you can drag them around, including dragging to other pages. Press the Home key when you're finished.
Or connect to iTunes and click the Applications tab to do it on screen from your PC/Mac.
i organize them by catagory for example games, learning apps, music apps, photo taking/editing apps, social networking apps, and then miscellaneous apps.
I want heirarchical organization (i.e., folders). Keep the most-used stuff loose on the first screen or two, and then put everything else in folders that open to a screen (or more) o'stuff when you tap them, with a back button or gesture to go back or "up", a la Finder.
sometimes moving the apps can be a little squirrelly especially moving across
many screens.
To move a lot of apps around I use the dock. Put the apps I want to move in
the dock then as I move through the pages drop off or pick up the apps.
Organizing is much faster this way.

I have vs. 3.1 . Arranged in itunes the apps in the order I wanted. Syncd and nada they stayed as were before I re arranged them. Is there a "done" or "save" that you need to do before syncing?
