how do you transfer themes to iphone from windows computer?

i want to transfer this lockscreen http://www.iphoneruler.net/2010/12/ifab-lockscreen.html to my iphone because i can't find it in cydia, but idk how to, i googled how to but they are from some years ago. some say to use ssh but idk how to use that and use ifunbox but it says to download itunes (R) and i don't have mobile apple device or something installed?? what does that even mean?? thanks

Use any FTP client. WinSCP was my favorite when I still made Windows tutorials. When you do this just go to /Library/Themes I don't know why people like drilling down several levels when they don't have to.
