How do you use new iPad keyboard?

I can't figure out how to scroll around the text and highlight with the new keyboard, do I need to turn it on?

Use two fingers on the keyboard to move the cursor around. Double tapping with two fingers on the keyboard will select a word and let you adjust the selection with two finger panning.
