How does activating iPhone on a new account after deactivation work???

Ok.

Scenario:

iPhone was on account A, account A is cancelled, so phone is inactivated.

How could someone open a new account with that phone? With iTunes, will it still show up offering activation, or must something else be done, since iTunes is already familiar with the phone?

Thanks for the help! I really need this information.

If iTunes does not want to work, just call AT&T and activate that way.
