I have a 14" MBP that has another 13 months of Applecare. If I buy a new 17pro and I get three devices with Applecare one then how does that work transitioning my MBP to Applecare one? I fly for a living and I've used it quite a bit with all my moving around so I definitely want protection. Was also consdiering Upsie but I like the Apple tech support.

Do I get refunded for what's left on my MBP plan? What happens after all the years if the MBP just finally dies?

I would open a support ticket to determine the most cost-effective path forward for both your planned new equipment purchase and how existing AC+ on your 14" works into the equation (via prorated AC+ credit or ?) prior to signing up for AC1.

I moved 5 devices to AppleCare One that already had AppleCare+. You get refunded either with Apple Credit for the smaller amounts or refunded to your method of purchase (credit card) for the larger amounts (in my case over $100+).

Now what I want to know is how I can get it retroactively for devices that are still newish enough to get it

When I login to my Apple Account and try to add AppleCare One, it says I have no eligible devices

Last I checked when this was announced, I thought I could get it retroactively and add it for devices that are newer enough

Make sure to hit the Add Device button - I've seen sometimes where it shows stuff that the More Devices screen doesn't.
