so I have 47.58 GB of iCloud Drive stuff on my Mac that I would rather not be there. I guess I assumed iCloud Drive would work like dropbox or something. where I could leave it on the server and download it at will or delete it from my computer at will.

I'm about do some video recording and I don't want to run out of space. while Quicktime is doing a screen recording, and I start running low on space, will my computer automatically start removing files from my local drive to make room for the continual recording?
 
MacOS defaults to keeping files and originals of files that can be compressed. You'll need to turn on Mac storage optimization manually. I recommend doing this through the iCloud preference pane in settings so you can individually select functions you want to store in iCloud.
