How does iOS/OS X Twitter integration decide which of your Twitter contacts it knows?

I've used Twitter integration in OS X and iOS for some time and have been boggled by which Twitter contacts it seems to know/not know when it does that 'autocomplete' thing. I'd have hoped it would grab/know all of my personal followers/followees from my Twitter account, or at the very LEAST remember people I've tweeted the most/recently, but it doesn't seem to be that way... More often than not, people I tweet regularly aren't included but some contacts I hardly know are remembered, and in some cases it even brings up contacts I don't even recognise....

Is there any rhyme/reason to it?

Depends if you give twitter your Contact information. I bet you didn't click the button in system Preferences->Internet Accounts, Twitter Account, click the button "Update Contacts".
