How does iPhone upgrade program work in Pre-order?

so I’m currently not in the IUP, and i want to use it when buying the iPhone X. However I can’t seem to be “Pre qualified” now, and the Apple website says That I need to go to an Apple store to enroll. So when the pre-order starts, how does it work? Do I get to like secure an appointment? How long would the process take? I don’t want to loose the chance to get it ASAP...
