how does one recover an external drive with time capsule?

so i set my time capsule to also backup my external drive. if my external drive fails.. how do i restore it?

technically my external drive is now fully backed up on my time capsule connected to my local net. is there a way to access the files i backed up from the external over wifi?(from my TC)

please help :)
