I have an iphone 7+. The battery depletes much faster when bluetooth is activated. I never use the phone's bluetooth feature. When I turn it off, the phone arbitrarily turns it on at some later time. This is outrageous. If I want it on, I'll turn it on.

Is there any way to disable iphone's automatic turning bluetooth on?
 
If you go to the settings and turn it off there, it should stay off. If you go through the quick access (swipe down from the bottom on your phone) then I think it only disables it for 24 hours.
 
Turn it off in settings app, and dismiss any dialogue complaining about Bluetooth not turning on, and you should be fine. Back in like iOS 10 or before days, you could turn Bluetooth off in control center. Not anymore.

Apple makes it difficult to turn BT truly off, and IMHO, the same thing goes requiring GPS-on for the battery optimization to work. Apple needs as many devices as possible running both for the AirTag system to be viable.
