Ai says that my iP tells Apple TV how to determine 'home'.
We have the NBA League Pass through Prime Video, so that as we are in TN, my wife can watch the OKC Thunder (we left 2 years ago).
Last night, she could not watch Thunder hosting Golden State because Prime kept insisting we were in the wrong region. I have had an occasional problem with the Hulu app, but I do not remember this scenario.
I called Spectrum and was told flatly that their Internet has nothing to do with Apple TV or streaming apps determining 'home'. I have checked location settings on the Apple TV, and all seems as expected.
Last night, the Thunder game showed up available on our NBA League Pass, which could be shown in an image I do not remember how to manipulate.
 
I know my broadband ISP sometimes causes my connection to appear as though I'm in various European countries such as Germany and Italy, instead of the one I'm in. This happens on the web usually, but I have seen it affect the catalogue served up by streamers including Disney+.

In order to watch the Thunder game last night, I had to go into Prime Video and change the home region. A city in my state had been selected, but not the one that was most appropriate.
I do not know who changed this but now I have only two chances to make further changes should this happen again.
If Prime uses my home address at least they did not lock onto my phone with an OK area code since I did not change my number after moving to another state.
