So how does it actually work?

You ask it a question and it just has a big data place somewhere?

Do Apple survey what people ask Siri? Will it never work offline without wi-fi?

It records your voice compresses and sends back to apples data centre where Siri lives and then send back the answer. Most questions are generic questions. The silly ones that Siri can't answer are obviously flagged for human input.
