How does the A10 decide which cores to use

Does anyone know how the A10 controller decides what tasks go to which cores? Just curious

Do developers have access to the controller to decide if they want use the lower ones?
Does Low power mode turn off the higher cores?
Is it true its one or the other the A10 cannot use both sets of cores at the same time?

Developers don't have access to the low power cores. Low power mode doesn't turn off the higher cores. It never uses all four cores at once.

Basically the low power cores are just used for situations like when it is on standby not doing much.
