How exactly does the "Places" feature in Photos actually work?

All the pictures which I took before I updated to iOS 4 have been tagged to their locations.
But since, I've taken more pictures, but these aren't tagged to location.
Is there a setting for this?

You may have once selected "no" when the camera app asked if it was ok to use your location. Check the location services setting in General.
 
When you accessed the camera for the first time it should have asked to use your current location and will use your location to add places to your pictures.

If not go to Settings - General - Location Services and turn Camera On
