How does the "upgrade eligible thru 2010" work??

It apparently doesn't work

I emailed AT&T about it and they said they'd call me before end of business day tomorrow -- guess their system was too slammed to do anything about it today.

Just got an email from ATT, i also asked and he said ONLY IPHONE CUSTOMERS get the 199/299 price. Im screwed

i had this problem went to the AT&T store and I got the 299 pricing. I had the iPhone data plan on my account.
