Hi, a youtuber mentioned that although the MacBook Air 15" M4 could thermal throttle, putting a small fan next to it could eliminate this problem. How effective it is? Is there another better way?

Then don’t worry about it. A fan really isn’t going to do much of anything. The entire body acts as a heatsink. A fan would yield imperceptible results as there are no fins to blow through to extract heat from the body.

Unless you’re doing something that’s going to be running the processor constantly, there’s really nothing to worry about in terms of throttling. If you are constantly throttling you’ve purchased the wrong solution for what you’re trying to get done. It’s that simple.

Point the fan the wrong way and it will push the hot exhaust back in.

There is no exhaust on a MBA.

The mod is a thermal pad on top of the processor. It’s essentially idiot proof but some here are concerned that it will void a warranty. I think that’s baseless, I’ll likely do it eventually when I get a 15” MBA in a few years.
 
If you're that worried about it, carry out the thermal pad mod and get a laptop cooling stand. It's pretty easy to do and the performance (albeit my experience is on the M1) is considerable.
