They're downloading it from back ally websites and installing it at their own risk. It'll be out officially on Friday, so for us mere mortals we'll just have to wait.
 
Some folks are developers and get the developer releases as well as the final release called Golden Masters. The GM's are the last version to be released to dev's before the public release.

What risk?

You download the iOS file, and upgrade it through iTunes, and it is signed by Apple, so the file is checked to be 100% genuine (any tampered files would not be installed, just like custom firmware cannot be upgraded this way)

The GM is identical to the file that will come out on 11th, I remember installing the GM for 4.2 and when it finally came out officially, no update was installed on top of it.
 
Well... It's just as easy as googling the right words, downloading the right file/Gold Master and updating the iPhone as with any other software update.

Ps. the best part is my iPhone is not even registered with a dev account. Because it's not needed with GM. :)
