How is this 'scribbly line' effect created?

Watching the below video, there's some white line effects that look to be drawn in frame by frame. How is this achieved?

I've seen the comments which suggest it's done in After Effects, but I don't want to install any Adobe bloatware on my Mac. Can this be done in FCPX or Motion? And what are the basic steps?
