Around the same time as the GM release.

Developers are not allowed to release apps for iOS 7 before it's GM release.

But since there aren't many people using iOS 7, bug fixe updates will probably come around the time of the GM.

Some of the apps are usually ready on the day of the keynote for dramatic effect. Early bird gets the worm. I am so ready to have my apps match the beauty of iOS 7.
