Because both the iPhone 4 and iPod Touch 4G are still being sold, they will very likely be getting iOS 7 support, possibly 8 as well. The iPad 2 will also very likely be getting iOS 7 support as it is still being sold as well, it may even get iOS 8.
I think iOS 7 will be the last supported version for both devices as well. Don't think they will be updated to iOS 8, since both devices will be discontinued next year with the 4S taking the $0 on contract spot.
While it does have iOS 6, it's missing some features that the 4s and 5 get. If it gets iOS 7 then it will be severely watered down (like the 3GS on iOS 6)
