I just timed mine and it took 31 seconds. That seems a little high, I'm wondering how fast other peoples' boot.

It's an iPad 1 running iOS 5.
 
I just timed my devices to help you out, all are unjailbroken. I started the countdown as soon as the Apple logo appeared and stopped as soon as the lockscreen appeared. All are running iOS 5. All are using about the same apps and content with a few exceptions (such as iPad only apps and iPhone only apps).

iPhone 4S: 39.2 seconds
iPod touch (4th gen): 29.9 seconds
iPad (1st Gen, Wi-Fi): 25.7 seconds

iPad 2: 25.6 seconds.
HTC Flyer: 15.4 seconds.

Both were boot time from completely OFF, starting when the power button was first touched until unlocked, browser opened, and Google news (last page rendered before previous OFF) was fully rendered.
 
So it seems like mine is pretty normal. It doesn't matter because I hardly ever turn it off, but it is surprising that an iPad takes almost as long to boot as a Mac.
 
I agree flash memory should make it boot faster I just never bother turning of my iOS devices.
