How many devices can a Paid App be put on?

I have an itouch currently with several paid apps on it. I'll be getting the new iphone when its released.

As I will be using the same itunes account, I can download the apps again? and have 2 copies running on my phone and touch?, do I have to delete the touch apps in order to activate them on the phone?

secondly, If i give my touch to my sister, and she uses it on her computer with her itunes account, will the apps be deleted?.

Apple doesn't care how many devices you install an app on, what matters is account stuff. If you buy a game, then send it to her computer so she can put it on her iphone and her iphone is linked to a different account, it won't work. As far as I know, there is no way to transfer a paid app between iTunes accounts, I've been trying to find a way myself.
