If I become a developer how many phones can I install 3.0 on? I've heard up to 10 but I want a answer with source support.

No it's true. It's under the program portal in the Dev. Center.

Thanks and 1 more thing I'm pretty sure I know the answer to. The phone is fully useful right? I can still send/receive messages and calls.
