My wife may have the opportunity to purchase a used 3GS or 3G from a friend of hers that just upgraded to the iPhone 4, but we're not sure what kind of offer to make on each model. Any suggestions? I looked on eBay but the pricing seems to vary like crazy.

It definitely depends on the condition of the phone but for moderate use I would go

$150-$200 on the 3G
$175-$250 on the 3GS

Stock 3GS iPhones, both black and white, are going in the Boston area for $300 right now.

I just sold my old iPhone 3G on Craigslist yesterday in fair condition (I had a few minor scratches on the bottom corner) for $200. I got 8 people who all responded within 45 minutes of my ad being posted, and I had detailed photos describing the exact condition, yet people still wanted it.
