How much should I pay offshore developers?

I need some web developers with experience with html, php and mysql for ongoing work.Basically, offshore is necessary because the pay is limited for these projects.How much should I pay developers for high-quality work, what is their price per hour, can someone have experience, please give recommendations

I'd also suggest that looking at _just_ the rate per hour can be extraordinarily short sighted. In my experience (~30 years in the tech sector), there are resources here in the US (smaller shops, contractors), with way more enthusiasm, infinitely better communication skills, smart think-outside-the-box problem solving skills, who are competitive with pricing. Just bundle things into a project deliverable, unless you're looking to staff up (which is a totally different model).
