I have a 64gb version and it is saying capacity of only 57.2gb. Looks like a lot more than iPad 2. This means almost 7gb is used by ios 5. This would mean guys with 64gb are left with mere 9GB.

I had a problem with iTunes match/icloud downloads stalling, and ended up just restoring my ipad. the download alone was 1.06GB. Definitely a sizeable increase.

IOS does not take up 7 gigs of space. The main difference between the named storage and the storage available that the device is reporting has to do with how storage manufacturers define 1 gig versus how the device reports it. Storage manufacturers define 1 gig as 1000 megs. The device reports 1024 megs as 1 gig. As the size of the storage medium increases so does the magnitude of the difference.
 
i got the 16gb new ipad, i loaded up all the games and apps i want (infinity blade etc), loaded my high res photos, and i have 7.5gb left. thats awesome man.
