Okay, so how much space will the 8 gb and 16 gb 3g i phone have after the operating system has been loaded on...
 
It's 8gig or 16gig storage - not capacity. So you have 8gig or 16gig to keep your stuff on.

yeah, he knows this. what is your point here. he wants to know after it is formatted roughly how much space will he have left over to keep things on. the OS takes up space and he basically wants to know how much

Completely incorrect. The OS takes up part of the flash storage. A completely wiped iPhone uses about 800MB (I may be off by 100MB or so) for the OS, included apps, databases, etc.
 
The current 16gb iphone has 14.8gb for use.

300mb is reserved for the OS partition (on current phones, may be more on the new ones), then there's its data storage (databases eg. sms, contacts, etc.) then there's the usual loss due to disk formats etc.

It'll be the same or maybe a little lower on the new phone. Can't see it being a lot different though.
