Somebody mentioned this and wanted to know how safe is find my iPhone seeing as you have your location can other people get your location and track you or is it completely safe to leave location services on? Same with find my iPad?

What do you mean safe? Find my iPhone is to find your iPhone in case you misplace it. It has to be activated on your iPhone by someone with physical access to it.
Fiind my Phone is tied to your Apple id/ iCloud account. As long as those are secure you are fine. The reason: you misplace a phone or it is stolen, you can track it through your account.
