The bottom Home area should not swipe left and right to jump between apps. Swiping left should pull the control center over from the right side of the screen, and swiping right should pull the Notification Center over from the left side of the screen. The lock screen should no longer house the camera shortcut to the right, as the camera icon is at the bottom anyway, and it would confuse the new operation. If you swipe right on the home indicator to swipe the lock screen into view, you can swipe right once more to bring the widgets screen into view. On any of these screens; widgets, Notification Center, control center and the lock screen on initial awakening, you are also able to simply swipe up to get to the home screen, so you don't have to swipe back and forth on the home indicator necessarily, as both methodologies would be useful. Finally, if you swipe down from anywhere on the top status bar, you pull down the widgets and universal search page, since the bottom Home indicator gets you all other functionality.
This would allow users to never have to reach the top of the screen for vital functions they use all the time, and it's far more intuitive design.
