macOS How the Package Maker installer detects that product is already installed?

How the installer(pkg,mpkg) detects that product is already installed?
Is it by looking into /Library/Receipts folder?

If so, For Snow Leopard, it seems apple has announced, dont rely on this folder? What does Apple planned for this?
