So I’m trying to find some old photos and I backed up an old phone on my computer a while ago and I am wondering if I’m able to view these photos from the back up files on my computer without having to restore them to a device? Thank you.

I believe you will need some third party iOS backup extractor software like this:

I have not done this myself, so cannot offer any recommendations.
