How to activate APN Settings in iOS4?

I have the iPhone 3G Jailbroken, and under cydia I downloaded MMS/Tethering Tweak from isinfuliphonerepo. It allowed me to then go in settings to change the APN until I restarted my iPhone then, the option for it just disappear from settings.

This has happened twice now (after restoring the OS from scratch)

What is the fix for this?
