How to activate Uphone 4S in diffrent country

can someone help me here...

I live in dubai and just bought an iphone 4S with O2 uk lock phone.

I'm trying to activating it but useless, but when i put my sim card it gives me signal and the carrier's name.

so please can someone help here and tell me what to do.

There is no way to unlock a 4S at this time.

I'm not sure about a UK iPhone but my US verizon iPhone 4s is unlocked. I just Did it yesterday. It only is unlocked for outside the US. It still has a carrier lock in the US.

Currently, there is no option to unlock a 4S. My recommendation is to sell it and buy a factory unlocked 4S
