I have some 16:9 videos. I want to convert them to letterbox 4:3 as efficiently as possible. Any suggestions? I have done some googling and I am not sure that Handbrake has a solution, but I am sure there is some other option.

Adobe's Media Encoder (part of the creative suite) will do this- I think you can get a free 30 day trial.
The other swiss army knife is Apple's own Quicktime 7 Pro- which soldiers on after about 10 years- I still use it to quickly prepare videos for Instagram (640x640) and all you need to do is check the box for letter boxing, and voila!
Is it still possible to get a license for QT7 Pro?
Note that this is the opposite; it's for taking a pillarboxed video and removing the pillars. You'll need to reverse/change some of the steps to add letterboxing.

I work for a tv studio where this needs to be done on a regular basis. Load all of your 1920x1080 footage in media encoder. Highlight all of the media. Set the file type to Quicktime and preset to DV NTSC. It will make a 4:3 box and fit the video inside that box, keeping its aspect of 16:9. If you need help.
