I need to blend these two layers together. One's a picture and one's a colour. At the moment, there's just a cut and it looks ery rough and horrible but I want it to blend so that it slowly fades into it. It's quite annoying as it should be an easy thing o do but I've never known how to do it for ears but I really need it soon.
 
Can you link to the images/colour you have layered?

From the sounds of it...

Your colour layer should be a gradient set to Multiply.

You can choose colour - transparent as a gradient preset in your gradient editor, perform the gradient and have that layer above your image.

I just tried it out on Photoshop CS3 and it works... ymmv for Elements, hih
