I am coming from iOS 6.1.3 jailbroken to include Adblock (among other methods of blocking ads) and I want to try to block as many ads from my phone as possible when using 3G/4G and LTE. I am not on WIFI very much.

Targets:

AdMob
iAds
Advertising in Safari
Third party advertising in applications (non-AdMob/iAd).

Note: I am not interested in a moral debate about how application developers get paid. I am not here to talk about anything except how to block advertising on my iOS7 device using 3G/4G and LTE. Thank you in advance for respecting this.

That sounds like a smart statement, assuming most iOS 7 Users are developers :p

No development necessary. OpenDNS. Use it instead of what your provider automatically gives you by typing in four numbers in your network settings. We use it at work and I have it on my home router so every device on my network is protected by it. Highly recommended for everyone since it blocks many malware sites by default.
