How to bring back all photo on icloud since 2012 ????

i have a question that i know most people want to know too ,,, here what happend ,

i want to bring all my photo on my icloud since 2012-2013-2014-2015 , how to do that ...

every year i getting new iphone , and first time activate setup they pop up a listed date/year/
and only can select 1 to restore ,,,... and there is list around 5 or 6 backup ,

after restore i do collect some photo but not everything 100 % year by year i want ,

how to do that .........

It's your iCloud. It should always have all of your pictures when you choose the latest backup unless you deleted them somehow.
