How to burn a bootable .dmg on windows?

My computer took a dump and i have the .dmg file for leopard on my windows pc as a back up. Becuase i left the leopard cd at my parents house

and i need to burn it to a dvd dl which i have so which software would i use for this?

or on MAC without disk utility

i have a windows pc im using right now and my mac can still work if i need to download any soft ware but i dont have disk utility

I seriously doubt that you could create a bootable disk from a dump .dmg.
