How to buy unlocked GSM iPhone 6S?

I want to pay the full price to get an unlocked iPhone 6S that works on GSM networks. What is the best way to do so?

On the Apple site right now it looks like you have to choose a carrier. Is there any difference between the AT&T iPhone 6S and the T-Mobile iPhone 6S, if I pay in full?

In particular, is at least one of them unlocked from the outset?

Buy it from apple, either t mobile or AT&T, last year I did a line for hours, many people come from far places, China, South America, in Miami, as long as you buy it from straight from Apple,They are unlocked and can use them in other networks, that is more of a convenience, for the customer.

Just buy whichever is available.
