How to change scrollbar colors?

I want to customize the color of the scrollbar, and especially the border of the scrollbar, for both dark and light variants, system-wide. I want my chosen colors to be used for scrollbars in the Finder, in Safari, in Chrome, and anywhere that has a scrollbar.

Is there a Terminal command, or another way to do so?
