You want a totally new Dock replacement? DragThing is your app. I can heartily recommend it, having used it (in trial mode, mind you) back in my Mac OS 9 days. It is regularly updated, works with Leopard and Intel Macs, and provides a lot of functionality the Dock simply doesn't have.
