I upgraded my iCloud space to 50Gb and enable the iPhone photo library to sync with iCloud, I also store some of my Mac documents in iCloud

Since a shot a lot of photo with my iPhone, I would like to know if on my Mac I can move some of the photo that are in sync with iCloud over iPhone only as local offline storage

For example all photos that are older than 2019 I would like to keep them only on my Mac and free up space on iCloud

My Mac has just been updated to Catalina
Is it possible? How?
 
I do not believe you can have a single mixed Apple Photos library that is comprised of a combination of local-only and iCloud based photos. I believe a single library needs to be one or the other.

However, you can have more than one Photos library. You could, for instance, have one library that is designated as the “System Library” that contains photos you want to be in iCloud and accessible on all devices. You could then have a second library comprised of photos that you only want to exist locally on your Mac (of course you would want to back that library up to another backup drive and/or cloud backup service).
 
I started to offload old photos from my iCloud Photos onto my Mac in a folder by accessing the Photos app, drag them in the folder and delete the photos from the app to remove them off iCloud. I’m also using One Drive to sync the much older photos just in case I need access to them later. Eventually, I’ll take them offline when I put them in another folder.
 
Simple enough on a PC, must be about the same on a Mac. Just download from iCloud to PC (you can select the years). Then delete from iCloud and it will sync and clean up the iPhone. Can't be much simpler.
